1. Technical comments

(1) Optional quantity limits

When "QUANTITY NOLIMITS" is specified, all quantities including BSEQLEN should have no limits.

(2) The definition of WebSGML

The definition and the objective of WebSGML should be described.

For WebSGML to aim just for supporting XML, the definition of "fully-tagged document instance" should be changed so that all end-tags other than null end-tag must have GIs.

(3) The Validity of tag-valid SGML document

Clarify the validity of a tag-valid SGML document associated with the DTD that has some errors.

(4) Lifting the unambiguity restriction

In "Specific change" of Annex K, introduce a new item as below:

A content model is allowed to be ambiguous. An ambiguous content model is not a reportable markup error. In Annex H, the last sentence of the second paragraph, and paragraphs 3 through 6 does not apply.



2. Editorial comments

(1) Section numbering

Number each title of sections and each note.

(2) Syntax productions

Define all syntax productions that are affected and added by this TC.

(3) EOR indicator

The syntax of EOR indicator should not be [mdc "EOR" mdc] but [mdo "EOR" mdc].

(4) URL of International SGML user's group

Described URL in the first note in annex L locates "Intel Supercomputer Users' Group". Use "http://www.sil.org/sgml/isgmlug/" instead.

(5) XML restriction on public identifiers

It is described in annex L that "No public identifiers in external identifiers". But public identifiers could be used when accompanied with system identifiers.
