Comments:

The National Body of Japan approves ISO/IEC DTR 22250-1 with the
following comments: 

1. Changes for harmonizing with RELAX Namespace

- Add the attribute "namespace" to ref/hedgeRef.

- Introduce <hedgeExport> as a subordinate of <interface>. The only 
permissible attribute is "label".

- Add the attibute "role" to <export>.  An <export> element may specify
either this attribute or the attribute "label".

- Allow wildcards for elements/attributes for foreign namespaces.

2. Changes for harmonizing with the 2nd Proposed Recommendation, XML 
Schema Part 2

- Revise permissible datatypes and facets accordingly.

- Introduce user-defined datatypes based on XML Schema Part 2.

- Allow URI references containing non-ascii characters.
